How often does a t-80 compressor need to be rebuilt? Do they wear out and need to be replaced or just need rebuilt?

T-80's can last for many years or one season.. If it isn't one of these items that need to be replaced then your easiest bet would be to throw it away and buy a new one.

Here is the link to the T80 Field Service Kit http://www.akmining.com/cart/hookah_air_compressors.htm This field service kit for the KET80 air compressor includes common rebuild items. Parts include KET604006 Air Intake Felt, KET633029 Gasket, KET633031 Exhaust Valve Flapper, KET608068 Diaphragm, and KET626256 Felt Closure.
